Did Paroh send them out willingly ?
Wasn't he forced by Hashem to do so ?
The Midrash explains that he gets some credit because he did at the end , decide to escort them a bit.
For that the Torah honors him & he was rewarded.
Now may be a good time for a gem of Torah study.
