Who made it ?

In one Rashi it says that Hashem told Moshe to throw the gold into the fire & the Menorah was made by Hashem.

A later Rashi says Hashem showed him a Menorah design out of fire to guide him.

If it was all by Hashem why did get the vision of fire ?

The answer we need to do as much as we can & then Hashem does the rest.
