Snow which is like wool.
Rav Miller explains this verse from Tehillim.
It is white like wool & fluffy as wool thus it serves a similr purpose to insulate & warm the ground when it gets cold. It serves as a woolen blanket while its cold & then it melts to nurture & produce food.
